Need help with some questions, fellow seekers

When I close my eyes, I often see white dots arranged in a circular manner that are always rotating, is about nine dots but not sure. This also happens when I am in the dark and my eyes is still open. Does anyone have an idea of what is happening to me? Has anybody experienced that before? Is it normal? What are they? ...Will be glad to get your views on this.
